Dr. Foteini Koulouri was reselected through the Supreme Council for Civil Personnel Selection (ASEP) as Director General of Public Health and Quality of Life at the Ministry of Health of the Hellenic Republic, a position she has held since 2022.
She is an Administrative Scientist and a Postdoctoral Researcher at the University of the Aegean. She holds a PhD in Political Science and Public Administration from the School of Economics and Political Sciences of the National and Kapodistrian University of Athens. She also holds a Master’s degree in Administrative Science from the same School, as well as a Master’s degree in European Politics and Governance from the Department of International Relations of Neapolis University Pafos, Cyprus. Her undergraduate studies are in the field of Humanities, and she is also a graduate of a Higher Professional School of Journalism.
She has participated in numerous training programmes in Greece and abroad, organized by governmental and other recognized institutions, universities and international organizations, including the World Health Organization (WHO).
She has participated in European programmes, working groups, councils and boards of directors, serving either as chair or member. She has also served as a national focal point for the WHO Framework Convention on Tobacco Control (FCTC) and in various other thematic areas. She has delivered lectures on topics related to health organization and administration, health economics, and public policies in the fields of health and social policy, and has authored publications in both Greek and English.
With a long professional career and extensive experience in positions of responsibility within the public sector, contributing significantly to the fields of health and social welfare, prior to assuming her duties as Director General of Public Health and Quality of Life at the Ministry of Health, she served as Administrative Secretary at the Ministry of Migration and Asylum, a senior position selected through ASEP, as Deputy Hospital Administrator (Executive Level), as Head of Directorates and Departments at the Ministry of Health, and as Acting Director General. Overall, she has served for twenty-three (23) years in areas including administration, financial services, primary health care, mental health, and addiction policy.
