Yannis Foustanakis serves as Secretary General for Public Administration at the Ministry of the Interior from August 2024 to the present, with responsibility for the management and development of human resources in the public sector and local government and more specifically, for hirings/recruitment of personnel, the training, the disciplinary procedures, the goal-setting, the appraisal/evaluation, the incentives and reward system of personnel, and the organization and operation of the public sector, the simplification of administrative procedures, and one-stop shops (KEPs). From October 2019 to July 2024 he served as Head of the Directorate of Strategic Planning and Behavioral Analysis at the National Transparency Authority. In this role, he participated in the development and coordinated the implementation of the National Strategic Plan for Combating Corruption 2022 -2025, which is cited as a best practice by the European Commission, while his contribution is also recognized in improving the country’s performance on the OECD’s public integrity indicators. From 2012 to 2014, he worked at the General Directorate of Public Sector Human Resources and in various positions at the former Ministry of Administrative Reform and e-Governance, actively participating as an expert in the design, implementation, and monitoring of administrative reforms within the framework of Greece’s economic adjustment program. He has extensive professional experience in human resource management and development, administrative process redesign, organizational change, goal-setting, design and implementation of strategic plans, anti-corruption efforts, and the promotion of transparency, accountability, and integrity. He has collaborated with international and domestic experts within the framework of both EU economic surveillance programs and technical assistance projects. He has represented the institutions he has served at both international and domestic conferences and forums, and has participated in numerous working groups, as well as in selection committees for human resources and executives in the public sector. He has worked continuously in the public sector since 2009 following his success in an ASEP competitive examination, initially at the Supplementary Insurance Fund for Public Servants, where his responsibilities included financial management and the issuance of insurance coverage certificates, then at the Ministry of National Economy and Finance, where he served for approximately two years as Head of the Department of Organization and Collective Bodies within the Directorate of Human Resources and Organization, while in 2018 he was seconded and worked as an expert for five months at the European Commission’s Directorate-General for Structural Reforms. Prior to his employment in the public sector, he worked for nearly four years in the private sector, initially as an assistant internal auditor and subsequently as an internal auditor as well as a quality manager at a publicly traded company in the telecommunications sector and at a professional’s promotion advertising company. He was born and raised in Heraklion, Crete. He holds a bachelor’s degree in International and European Studies and a master’s degree with a specialization in: “Business Law and Economics in the New International Environment” from Panteion University, is a graduate of the Department of Financial Management at the National School of Public Administration and Local Government, speaks fluent English and very good French, and is a marathon runner who enjoys reading and hiking in the mountains.
