His expansive industry knowledge and comfort maneuvering through Government requirements, political obstacles, and program management/oversight has resulted in the ability to move projects from concept to completion on domestic and global fronts with remarkable success. Mr. Garcia’s 30+ years of diverse experience across multiple markets is bringing BABL AI’s focus of Artificial Intelligence (AI) governance, policy, and training to the attention of political figures, corporate decision-makers, and academic leaders as excitement and anxieties grip the political, financial, legal, and educational realms. Mr. Garcia is leveraging past successes supporting U.S. DoD, DHS, HHS, Foreign Military Sales (FMS) and Commercial entities, to bring awareness and encourage proactive and protective measures to a world now being driven by AI’s charm. Mr. Garcia is a retired military officer and 23-year veteran of the U.S. Coast Guard whose career milestones include Foreign Military Sales Program Manager, Government Contracting Officer, and Maritime Law Enforcement and Tactical Training Officer. He holds a Masters in Legal Studies (MLS - Contract Law), Masters of Science in Management (MSM - Project Management), Masters in Public Administration (MPA - Govt. Management), and a Bachelor’s in Business Administration (BBA). Mr. Garcia is a proud tribal member of the Texas Band of Yaqui Indians.
