Fotis Benekos is a management consulting professional specializing in public sector reform, institutional transformation, and organizational resilience, with over two decades of experience in strategic and business planning, organizational change, and human capital development. Since 2017, he has served as a Key Expert for Expertise France, France’s public agency for international technical cooperation, leading flagship EU-funded technical support projects for the Greek and Cypriot public administrations. In this capacity, he has played a central role in advancing high-impact reform initiatives, most notably within the Ministry of Interior, where he contributed to the modernization of goal-setting and performance management systems through the integration of Robotic Process Automation and Artificial Intelligence, as well as to the development of competency-based management frameworks and key policies on telework, mobility, and public sector innovation. He has also supported several other public sector entities, including the Ministry for Climate Crisis and Civil Protection, the Ministry of Digital Governance, and the National Centre for Public Administration and Local Government, contributing to major institutional reform, organizational restructuring, and digital modernization initiatives. In addition, he has advised private sector organizations on transformation and competitiveness-related strategies. Fotis is the Managing Director of the consulting firm Tecmor S.A. and a Board Member of the Hellenic Association of Management Consulting Firms (SESMA) since 2013. He holds an MSc in Mechanical Engineering from the National Technical University of Athens and an International MBA from the Athens University of Economics and Business.
