Dr. Dara Rashid Mahmud is the current Minister of Planning for the Kurdistan Regional Government (KRG). Dr. Mahmud holds a Bachelor of Medicine and Bachelor of Surgery (M.B.Ch.B), a Master of Science in Radiology, and a Doctor of Philosophy (Ph.D.) in Clinical Oncology—a testament to his intellectual depth and unwavering commitment to professional excellence. Prior to his ministerial appointment, he built a distinguished career in the health sector, he has demonstrated visionary leadership and a profound commitment to improving public health services. As Director of Shorsh Military Hospital, he led one of the region’s most critical medical institutions, introducing innovative protocols that significantly improved patient outcomes. In his subsequent role as General Director of Health Affairs, he played a central role in shaping healthcare policy, expanding service delivery, and strengthening the health system across the Kurdistan Region. A dedicated advocate for cancer care, Dr. Mahmud served as Head of the Cancer Fund of Kurdistan, where he championed groundbreaking initiatives to expand treatment access and enhance support services for patients and their families. Under his leadership, the Cancer Fund not only provided critical support to cancer patients but also strengthened the capacity of public oncology hospitals and supported the establishment of specialized screening centers, and bone marrow transplantation centers—ensuring that advanced diagnostic and treatment services became more accessible across the region. He further advanced healthcare governance as Chairman of the High Commission for Public and Semi-Private Clinics, where he established rigorous standards and oversight mechanisms that elevated the quality and reliability of healthcare services throughout the region. Since his appointment as Minister of Planning, Dr. Mahmud has redefined the role of the ministry as a hub of strategic vision and data-driven development. His most notable achievement to date is his leadership of the 2024 Population Census as Chairman of the High Census Commission of the Kurdistan Region.
