Nikolaos Koulocheris is the Co-Founding Partner and Head of Real Estate & Project Development of Machas & Partners. He advises domestic and international investors, developers, financial institutions, investment funds and public-sector entities on complex real estate transactions, large-scale development projects, privatizations and public-asset investments. His practice covers the full life cycle of real estate assets and projects, including acquisitions and disposals, sale and purchase agreements, share deals, leases, due diligence, investment structuring, project finance, construction and development. Nikolaos also advises on hospitality and tourism projects, real estate and NPL portfolios, Golden Visa investments, Real Estate Investment Companies (REICs), real estate taxation, urban planning, environmental regulation and real estate-related dispute resolution. Additionally, he has advised on significant real estate, privatization, urban regeneration and public-asset projects, including the Ellinikon–Agios Kosmas Privatization and Urban Regeneration Project. He is particularly valued for his ability to navigate complex regulatory frameworks, coordinate multiple stakeholders and deliver practical, commercially focused solutions. From August 2021 to July 2023, Nikolaos served as Secretary General of Economic Policy in the Ministry of Finance and, ex officio, as the Chairman of the Government Committee on the strategy for the prevention and suppression of money laundering, terrorist financing (AML/CFT) and the financing of proliferation of weapons of mass destruction, with responsibilities spanning privatizations, State-Owned Enterprises, property valuation, State aid, financial policy and international economic relations. He played a key role in the reform of the corporate governance framework for State-Owned Enterprises and in drafting Law 4972/2022. His public-sector experience provides him with in-depth insight into the legal, regulatory, financial and institutional aspects of major investment and development projects. He has been a member of the Athens Bar Association since 1998 and has been admitted to practice before the Supreme Court of Greece since 2008. He holds a law degree from the National and Kapodistrian University of Athens and an LL.M. in Labour Law from the University of Nuremberg.
