Olga Khakova is a transatlantic energy leader with more than a decade of experience advancing energy security, economic competitiveness, and energy system transformation across the United States and Europe. She currently serves as a Senior Advisor and Senior Fellow at the Center for European Policy Analysis (CEPA), where she drives research on energy innovation and advises policymakers and industry leaders on the geopolitical, economic, and security implications of global energy and climate developments. Over seven years at the Atlantic Council, Khakova built and led initiatives at the intersection of energy, national security, climate, trade, and economic policy. As Deputy Director for European Energy Security, she tripled the Center’s transatlantic portfolio, scaling it into a $1 million program and building partnerships across government, industry, academia, and civil society. Her work brought together senior U.S. and European officials and business leaders to strengthen energy investment, regulatory alignment, infrastructure resilience, and transatlantic competitiveness. She also led Ukraine energy reconstruction programming across Europe. In other roles at the Council, Khakova helped expand its global energy engagement, including supporting the launch of the Atlantic Council’s Romania office, organizing its flagship Global Energy Forum, and delivering programming for more than 1,000 participants at COP26. Previously, at the United States Energy Association, she worked across the Western Balkans to strengthen electricity-market integration and infrastructure connectivity in Southeastern Europe. Earlier, at the Climate + Energy Project, she founded the Clean Energy Business Council, built partnerships with more than 40 organizations, and worked with policymakers, businesses, and communities to accelerate investment in wind, solar, and energy efficiency across Kansas. Khakova frequently appears on BBC, Bloomberg, CNN, Deutsche Welle, NPR, and Times Radio as a guest commentator, and her work has been featured in Barron’s, The Economist, Foreign Policy, The New York Times, National Journal, Politico, and The Washington Post. She has also testified before the U.S. Helsinki Commission. Khakova develops curricula and lectures at the University of Kansas Environmental Studies Program.
