Charalampos Vourliotis

He was born in Mytilene and studied at the 2nd High School of the city. He studied at the Law School of the National and Kapodistrian University of Athens. He was graduated from the Department of Postgraduate Studies, Faculty of Criminal Science, Department of Law, School of Law and Economics of the Aristotle University of Thessaloniki (with a grade of "EXCELLENT"). Scientific-didactic work: He wrote and published in legal journals various scientific studies. Upon decision of the Supreme Judicial Council of Civil and Criminal Justice at the Hellenic Supreme Court, he was seconded for two years (2001-2002) to the Ministry of Justice providing assistance in its scientific-legislative work. He participated, as Member, in various Law Drafting Committees, among which: a) for the preparation of the Draft new Code of Criminal Procedure (chaired by the professor of the School of Law and Economics of the Aristotle University of Thessaloniki I. Manoledakis), b) for counter trafficking of human beings, crimes against sexual freedom and child pornography; c) for the reform of juvenile criminal law, d) For the establishment of the Inspection and Control Body of the Detention Centers, e) for the transposition of Framework Decision 2008/977/ JHA, regarding the protection of personal data, which are processed in the context of police and judicial cooperation in criminal cases, f) for the transposition το the hellenic legislation of the Framework Decision 2002/584/JHA on the European Arrest Warrant and g) for the reform of the Code of Criminal Procedure {under the chairmanship of the professor of the Law School at Aristotle University of Thessaloniki L. Margaritis). Was a collaborator of A. Margaritis, professor at the Law School of the Aristotle University of Thessaloniki, at the field of "Code of Criminal Procedure (interpretation by article)" published in 2012/2018,. Also collaborator to 2012/2018 of N. Androulakis, L. Margaritis and I. Farsedakis, entitled "Dictionary of Legal Terms” published in 2018. He was national representative in the Multidisciplinary Working Group on Organized Crime, in the framework of the EU JHA Council. Head of the Public Prosecutor's Office at the Court of First Instance at Thessaloniki, during the period time from 1997 to 1999, following his election by the prosecutors of the said Service. Tutor at the National School of Judicial Officers since its establishment , to the field of "Substantive and Procedural Criminal Law", as well as specific issues of international and European judicial cooperation in criminal cases, and participated as a lecturer to the same School. He took part, either as Chairperson or as speaker, in various scientific events in Greece and Cyprus, while from the end of 2013 until 2021, was representative of Greece in the Advisory Council of European Prosecutors (CCPE). At last but not least participates in the Committee of Continuous Monitoring of the Codes under the chairmanship of Lambros Margaritis, professor of the Law School of the Aristotle University of Thessaloniki.
